TIM TIMMONS COMPASSIONATE CARE ACT
Co-Authored by ZAR & Pharmacology University
Understanding the complexities of the medical cannabis industry in Texas, we have drafted a bill in partnership with Pharmacology University that achieves several key elements:
1. Access to patients that are in need of medical cannabis to treat their symptoms
2. An equal-opportunity market that ensures entrance to all of those who wish to partake in this thriving industry
3. A licensing process that guarantees diversity and establishes additional applications that allow the grow, manufacture, research and dispense of medical cannabis.
This is a bill that would protect patients/caregivers from being arrested at the state level and having a black mark put on their records, as well as open up legitimate dispensaries where they can freely get their medication without worry.
“We as veterans deal with numerous mental and physical ailments on a daily basis. This bill will help expand the TCUP program and allow more veterans to experiment with and benefit from natural holistic therapy."
-ASAD SHALAMI, CEO OF ZAR
HOUSTON, TX, March 1st, 2023 -Pharmacology University and ZAR Wellness is currently contacting Texas legislators to get its medical cannabis Bill sponsored and presented during this legislative session. Contrary to the current cannabis laws of the state of Texas, this proposal would add the following medical conditions:
● Cancer
● AIDS and Human immunodeficiency viruses (HIV)
● Multiple Sclerosis
● Epilepsy or other seizure disorders
● Glaucoma
● Alzheimer
● Autism
● Incurable neurodegenerative diseases
● Parkinson's Disease
● Crohn’s Disease
● Fibromyalgia
● Inflammatory Bowel Disease or Ulcerative Colitis
● Substance Use Disorder (SUD)
● Hepatitis C with debilitating nausea or intractable pain unrelieved by standardtreatments or medications
● Anxiety disorders, including anorexia, muscle spasms, spasticity, sleep disorders, and obesity.
● Post-traumatic Stress Disorder
● Intractable pain, unrelieved by standard medical treatments and medications, endometriosis, traumatic brain injury, migraine headaches and tension headaches, rheumatoid arthritis, degenerative disc disease, central pain syndrome and neuropathic pain.
"Though we are incredibly grateful to our Texas legislators for providing cannabis laws allowing some Texas patients to be able to receive cannabis medication for their illnesses, we cannot ignore the fact that the law in its present form is definitely not working"
-Anne Graham, Legal Counsel for Pharmacology.
Currently, the program has only enlisted 43,056 patients, which in a State that houses more than 29 million people, only represents 0.14% of the population. “This is not acceptable; we are letting too many people suffer or be incarcerated for seeking medical help that in some cases cannot be treated by traditional medications”. Adds Ms. Graham.
The Texas veteran community especially needs this bill to pass. “We as veterans deal with numerous mental and physical ailments on a daily basis. This bill will help expand the TCUP program and allow more veterans to experiment with and benefit from natural holistic therapy." Adds Asad Shalami, CEO of ZAR.
Moreover, it provides opportunities for Texas entrepreneurs by lowering license fees. This allows new players who wish to participate in the market but do not have millions of dollars in the bank to operate a cannabis dispensary or a cultivation center. “It’s time tomake way for the people and not only the multimillion-dollar companies. As we say everything is bigger in Texas and the cannabis industry will not be the exception” says Jennifer Salguero Biologist and PhD in Science for Pharmacology University.
The Bill also segregates the licenses into different categories, if passed the law would create four different licenses: manufacturing, growing, research and a dispensary license. This would help diversify the industry as it would be easier for new actors to participate in the market with a smaller budget.
In conclusion, the Bill is filthy rich with ideas that could help millions of people/patients in the state of Texas, create a great amount of employment, small business opportunities, involve minorities and expand medical research possibilities. It’s time for Texas to medically and scientifically lead the nation with alternative medication in an honest and reputable process, the way Texas is accustomed to be: #1 and Texans are ready for properleadership and big change.
